When a small dog is aggressive toward people, don’t pick him up (or if already being held put him down). This only reinforces the behavior since he will see it as a reward.  Anyone who picks up a dog (or pays attention to them) while a bad behavior is occurring is simply reinforcing it… Dogs don’t know the difference between good and bad attention to them either is reinforcing….
